Steps to reproduce:
- New redirect
- Choose target
- Switch to file tab -> default path: /user_upload/
- Change directory -> error 404
TYPO3 version is 9.5.17

❌ Can't reproduce it in my almost clean 9.5 instance (running 9.5.18-dev, 9.5 git branch)¶
Tested exactly your described way.
- Chrome latest stable, macOS Mojave
- PHP 7.2.10
Maybe you can post more details. E.g. what URL results in an 404, ...

All affected instances are running on Windows/IIS 6.2 (Windows Server 2012 R2). Tested with Firefox and Chrome.

Our setup is almost identical. And we have the same issue. Furthermore we also have an issue with the page tree.
