Workspace Preview without Backend login not working anymore

Description
If an editor/admin creates workspace preview links for a versioned page, and sends out the links, they do not work anymore.

I was able to reproduce the issue using a "page preview link" for a new page without being logged in:
Page Not Found
The page did not exist or was inaccessible. Reason: The requested page does not exist
