Description

The pagination widget in the Redirects, Backend Users, and Extensions modules shows all the time, even when there is only one page of items to show. The pagination should only appear when there are multiple pages. We should strive to simplify the interface throughout the backend so TYPO3 is easier to understand and use.

This also affects accessibility because the page # input field is focusable and could create confusion as to what should be entered and why, when the only value can be 1.

The pagination widget has a refresh button, but the same button is in the upper right corner throughout the interface.
