"Context Sensitive Help" doesn't correctly render HTML tags for field help content: see image
TYPO3 v9, v10 and v11

My proposal

replace
{manual.content -> f:format.htmlentities() -> f:format.raw()}

with
{manual.content -> f:format.stripTags(allowedTags:'') -> f:format.nl2br()}
