Workspace Preview Links not working when [starttime] in future

Description
When a page has a Publish Date [starttime] in the future, generating preview links with the workspaces module "Generate Preview Links"-Button doesn't seem to work correctly.
The preview link either can't be generated at all or it cuts a significant part of the URL.
I tested and reproduced the problem in Version 10 and 11.

I is obvious that the page path - generated by the routing layer - is ignored for the page having a future start-time.

In PageRouter::generateUri the resolved $page from PageRepository is empty, since regular visibility settings are applied (the page would not be visible under regular circumstances).

Note: even if the url is generated correctly, the preview of the page will fail, because the page is not yet published.
