Description

Implement Password Policy check in install tool (new user creation)

Ideas:

For FIRST_INSTALL admin user creations, add a checkbox to override the password policy check, May be suitable for users installing TYPO3 locally the first time.

For Admin User creation in maintenance module password policy should be enforced (no override possible)
