Description

Use a preconfigured compatible UTF-8 System in a First Installation,
so that UTF-8 storing of file names is supported per default.

To avoid UTF-8 Issues later and if Integrators forget to set this value in there installation workflow, change default logic to true set UTF-8 in boilerplate file for first installations.
