Description
We need a install tool migration script to help people with the upgrade:
tasks: * existing workspaces need to be migrated to a workspace with a "review" stage... * existing workspace-records need to be migrated to the new stage-ids * stages "EDIT" and "PUBLISH" got new ids these need to be updated

The functionality has been implemented but should not be used until custom-stages was cleaned up by Sonja (will happen within the next days)

Partly solved: Disable draft workspace and migrate it to a real workspace
