Description
In the latest Trunkrevision (r4806) - the regeneration of the EncryptionKey is broken.
I get this Error:

confirmed
typo3/sysext/install/mod/class.tx_install_eid.php
and
typo3/sysext/install/mod/install.js
are missing

While fixing this, please rename the file class.tx_install_eid.php to something different. The suffic "_eid" is meant to be used by frontend scripts only.

The patch is not working on IE6 and IE7, same behaviour as described in #19998

attached patch solves 3 issues, also the IE-problem.
