Stage is reset after reviewers edit

Description
When on stage "review" the stage will be reset to "editing" when reviewer saves some minor changes. This does not make sense as the reviewer afterwards most likely will raise the stage again to publish (if permitted).

The issue is very old, does this issue exists in newer versions of TYPO3 CMS (4.5 or 6.1)?

This is the procedure followed in TYPO3 CMS 6.1:
Log in as editor
CE changed by Editor > workspace >
- All contents are in Current stage "editing", the only "arrow" is the green one on the right (send record to next stage "Approval by reviewers")
- In the dropdown on the bottom I see 2 choiches:
send to stage "Editing" (1)
send to stage "Approval by reviewers"
Send all to next stage
Current stage becomes "Approval by reviewers" for all CEs and it is not possible to push them further (correct!)
log out & log in as reviewer > workspace
- All contents are in Current stage "approval by reviewers"; i see both "arrows" (send record to next stage "Ready to publish" and send record to previous stage Editing")
- In the dropdown on the bottom I see 3 choiches:
send to stage "Editing"
send to stage "Approval by reviewers" (2)
send to stage "Ready to publish"
I edit the content > The content is back again in Current stage: "Editing" and can be send to
"Editing"or "Approval by reviewers" or "Ready to publish" with the dropdown on the bottom
I choose Send to stage "Ready to publish"
log out & log in as publisher > workspace
- All contents are in Current stage "Ready to publish"; i see both "arrows" (send record to next stage "Publish" and send record to previous stage "Approval by reviewers")
- In the dropdown on the bottom I see 4 choiches:
send to stage "Editing"
send to stage "Approval by reviewers"
send to stage "Ready to publish"(3)
Publish to LIVE
I edit the content > The content is back again in Current stage: "Editing" and can be send to "Editing" or "Approval by reviewers" or "Ready to publish" or "LIVE" with the dropdown on the bottom
(1) Weird..Am I already in "Editing" stage or not?
(2) Weird..Am I already in "Approval by reviewers" stage or not?
(3) Weird..Am I already in "Ready to publish" stage or not?

But that's not the point of the author of this issue, he is confused of setting back the state if content get changed. The point that is weird for you, a publisher also can change the state from "Editing" to "Review" for selected elements.
But after your explanation of the flow. For small fixups it is stupid to reset state but maybe the reviewer adds a hint and will give it back to the editor, resetting the state is ok.

I consider this behavior to be as "expected behavior", so this is fine. You never know what reviewer is changing something, so the whole process HAS to start from Editing stage again and go through all stages.
