#29080 is already reported about the position of the suggest wizard in other locations; this is indeed an issue of the wizard itself.

The wizard was introduced with version 4.3 and in that version used with almost all fields where you could select a page record. The FE user and group records seem to be forgotten when adding the suggest wizards.
It's always up to the RMs if they want to include it in 'their' versions...
