Card Layout: allow for extension to influence refresh

Description
We must plan a possibility for extensions to influence the choice to refresh or not the Card Layout. My use case is the workspaces. In the current configuration, if you switch workspace while being - for example - in the List module, the view doesn't change, although you have changed workspace. This is quite troubling and makes for a very bad user experience IMO.

solution iterate over the modules and set uri to about:blank - should we have an API call for that?

4.7? So what's the solution for 4.6? What Kay suggests? Is there a way to be sure that we are iterating over all modules? Is there an issue for the workspaces sysext to do this? If not I will have to disagree strongly with your change.

I think this is fixed in the new implementation of the card layout. Am I right?
