Raise the number of possible filemounts from 10 to 25

Description
The limitation of 10 filemounts in a workspace does not work in each installation. In this case we have about 40 filemounts that need to be included in workspaces.
So, my suggestion is to raise the numer from 10 to 9999, that should satisfy each's needs imho
This also applies to dbmounts

In a short discussion with SteffenG and Xavier we decided that raising to unlimited and changing the field size would waste (too much) space in most installations and we agreed that raising it to 25 should be fine. In cause you're running really huge installations you've to tweak TCA anyways so every integrator should be able to do this.
So now the task switched to change all mountpoint limits to the same "level" of 25 (within Core and workspace)
