I have an editor with the rights to edit plugins but denied one of the plugins.
The editor is allowed to edit this plugin and change it to another.
This should be not allowed IMO.

This issue is very old.
Tried to reproduce the problem on 10.4-dev as described. If an editor has rights to edit plugins in general, but lacks permissions for a specific plugin type, plugins of that type cannot be edited in any way... neither in page nor in list module. Can someone confirm that this is still a problem?
