Improve the core API to handle backend main and sub modules.

There is no api method to create and manipulate main modules.
Easy tools should be integrated to:

• Add main module (container) with xlf translations
• Manipulate main module

Also prohibit access to TBE_MODULE and merge the ModuleMenuView & ModuleMenu abstraction.
