Page's "target" field inprovments

Description
Some users (simple redactors) don't know what to enter in that mysterious field, and "_blank", "_self",etc. don't mean anything. It should be a simple selector box with human-readable (and of course localisable) items like "New window, Current window, Parent frame..."

We could add a config option to add custom targets, if sb. is using frames.

I think it should be nice to have an option that completely removes the target="something" stuff from links, RTE links, etc. and replace it with a more "modern" way, javascript-based, like the following one:

The Js could be included altogether with the email obfuscator ;)

Like the Renaming part. So: +1
I like to have better Popups, but I would like to get them
as Modal window inline by default (with iFrames inside).
But that is technical and is misplaced her in that issue.
