Enable drag&drop of content elements to other pages / files to other folders

Description

If we have solved #5277 (d&d reordering of content elements) and #5324 (ExtJS rewrite of page tree), we can take the step to make it perfect:

Enable drag & drop between the frame with content elements and the page tree: Instead of only reordering, it should also be possible to drop it to another page.
Same should be done for filelist with dragging files to other folders.

This gets really tricky and not possible (due to iframe limitation, but that's doable nowadays) but more of a overall concept where on the target page the element should be placed - so a wizard is needed. I will push the topic over to Benji, but we can close this ticket, as an overall concept is needed first.
