Description
In every new TYPO3 installation the first I do is to fetch the extension list from TER to install extensions.
It would be cool to have an automatic fetching after finishing the Install Tool, like the fetch for the Distributions.

Handling TER is scope of em only. install tool should not handle this at the moment - it would result in tons of dupe code.
If this is really wanted, the em should find out "my ter list was never initialized" on its own and do so on first em request in backend.

IMHO this ticket can be closed as you already can choose what should happen after first login in the backend.
