I tried a test with 10.1.0-dev (latest master):

Prerequisites¶

• an "editors" group and and "editor" user belonging to it
• ACL for the group: allow at least "File > Filelist" module
• a custom workspace
• the group has access to the workspace and live.

Test¶

1. switch to the user
2. go to File > filelist module
3. switch workspace

Results¶

As far as I have seen, the switch happens only if the group has the web>page module as allowed. If you for example deny all the "web" modules, when switching the workspace from within the Filelist modulte, you will stay in it.
