in the latest master (7.4) the language flag icons in list view > website language are not shown. The icon shown is the "default" red "X" (.t3-icon)
the correct class in span is set (I mean, I assume t3-icon t3-icon-flags t3-icon-flags-england t3-icon-england is correct), but the the CSS inspector shows only .t3-icon as class; it seems that all the classes for the flags (sprite) are absent.
