Description
In BE there exists a language-dropdown in PageLayoutController (Web>Page) for a long time. With https://review.typo3.org/27862 there was one added in viewpage (Web>View) as well. Fetching of the available languages is done completely separate. We should move that to a central tool-function.

Requisite methods are: `\TYPO3\CMS\Backend\Controller\PageLayoutController::menuConfig` and `\TYPO3\CMS\Viewpage\Controller\ViewModuleController::getPreviewLanguages`
