Collapse all of categories tree hides all first level nodes without expand arrow

Description

Categories SVG tree: Clicking on Collapse all collapses all. But the tree is then missing the posibility to expand the first level again. The onyl way to recover is to click "Expand All" which expands all correctly, but which makes both buttons totally useless.

Collapsing all must not render the tree unusable, but provide a button to expand teh first level manually.
