Workspaces cannot be changed with the topbar switcher

Description
Assign a normal user (= no admin) two or more different workspaces. Afterwards login as this user and try to switch the workspace with the topbar. The workspace should not be accessible for the user. HF! :-)

btw - lets work on prototype replacement here, it's horrable :)
