Description

currently you manually have to check if there is a user _cli_lowlevel for updating the refindex with command line but it would be nive to do the same like in scheduler and create that user with a single click if it does not exist.

this changed in v8: the _cli user is created on the fly and _cli_foo are not needed anymore.
