Description

As discussed on the ML typo3.v4:

Clicking on the installtool Button on the modulemenu should open a module.

This module allows admins to enable disable the installtool AND displays
the current state (perhaps enable / disable is available dependent on
the current state). Additionally there is a button to really open the
install tool (e.g. in a new window).

The Installtoolenable file must be deleted if the logout button of the installtool is pressed (was so before).
