No access for users without access to LIVE workspace

Description
Users without access to the LIVE workspace can't access the link validator. The following error message is displayed:
No Access!
You do not have Access to these Listings.
Is this by design? Can it be changed somehow?

linkvalidator 1.0.3
I do not think that linkvalidator is workspace save currently.
Workspace safe means that it should use the current WS records instead of the life ones. I will need to check this.

this is still present on latest 8.2 master; it happens when you are in linkvalidator and you switch from LIVE to another workspace.

Still present on 10.0.0-dev (latest master) - it happens when you are in linkvalidator and you switch from LIVE to another workspace, even if you have an admin user.

On version 13.0.0-dev I got an error page:

You don't have access to this module.
I raise TYPO3 version to 11
