Changes to page usergroup access rights are not respected when previewing a workspace

Description
Adding usergroup access rights to a page in a draft workspace has no effect on the preview, the page is still shown in menus.
The other way around doesn't work either. Removing access rights will not make the page available. The page cannot be previewed at all.

Steps to reproduce:
1. Create two pages and restrict access to one of the pages to a usergroup
2. Open a draft workspace, remove the usergroup access restriction from the page and add a usergroup restriction to the other page.
3. Open a draft preview and log in with a frontend user that does not belong to the usergroup assigned to the pages earlier
In a regular HMENU you will now see that the page with no usergroup restrictions in draft is not shown, and the page that has usergroup restrictions is shown.
Previewing the contents of the page that has no access restrictions in draft will not be possible. You will be redirected or presented with an error, based on your localconf settings.

This was probably fixed while rewriting large parts of that functionality to site handling / middlewares - setting access restrictions for a page in a workspace now also removes (or adds) them to in the workspace preview.
