Exception in ExtensionManager when installing without initially updating the repository

Description
When you try to install an extension, which relies upon another extension from TER and you don't have updated the extension repository, you get the exception "The extension realurl is not available from TER."
It would be better if the user is informed, that he should update the extension manager with the "Get extensions" menu entry or via Scheduler entry.
Related: #51182 (You can also use the test extension from that bug-report)
To reproduce the bug, remove realurl from typo3conf/ext and execute "TRUNCATE TABLE `tx_extensionmanager_domain_model_extension`"

One could for sure display a nicer error message, that helps the user to resolve the problem, e.g.
The depency "realurl" is not available, because it could not be found on TER. Either the extension was never published to TER or your TER extension list is outdate. In the later case, please ``update the TER extension list``:[link to action].
If the extension has not been publised to TER, you need to upload it together with all dependencies.
