Form Wizard broken for MSIE

Description
Tested in MSIE 10 the Content of #formwizard-right is broken. Hovering on Elements will show an empty blue box and an empty gray buttonbox which should contain the edit- and the deletebutton. But clicking on the blue box opens the correspondenting content in the tab-panel.
New added Elements are displayed properly. But saved and reloaded shows the broken way.

This Problem occure in typo3 6.2.3.

It seems related to checkbox in "behavior" tab. When checked MSIE fails to show right panel correctly.
As a workaround user can uncheck when editing with MSIE and then restore checkbox value after editing.
The patch submitted fix it on 6.2.4 and has been test with MSIE8+.

This caused a regression. #63767
I'll revert this change for all branches. (Better to have a broken IE than broken functionality in all browsers)

I attach the screenshots taken with 6.2.12 and 7 (latest master) with IE10 10.0.9200.17357. Is this sufficient to consider it closed?
