Message "No Template" after creation of a TypoScript Template

Description

When you create a new page and create a new TypoScript Template on it, this Message appears:

No template
There was no template on this page!
You need to create a template record below in order to edit your configuration.

To reproduce (very easy):
- create a new regular page in your pagetree
- switch to Module "Template" (Info/Modify)
- click on the Button "Create template for a new site"
Now the Message as attached appears.

Solution: Reopen the new page with a Click in the Pagetree. Now you can see the Icons to open Setup, Contants and so on.

This is only a Usability Bug. Users often click twice, because of this Message. Then they have two Root-Templates on this page and are confused.
Note: After the second click on the Button "Create template for a new site", the correct page with Icons for Setup and so on appears (but two templates are created).

I tested TYPO3 4.5, 6.1 and 6.2 - the Problem is in all of this versions.
