remove xhtml cleaning functionality

Description
XHTML cleaning is not neccessary anymore, after modern technology bases completely on HTML5. Therefor the according functionality can be removed from the core. Think about the RTE connector, too.
- Target version changed from 7.0 to 7.1 (Cleanup)
