Steps to reproduce it

Prerequisites¶

1) A "Site Configuration
2) Three languages, in my example

- Italian (Default)
- English (2)
- French (3)

fully configured

Execution¶

1) Go to site configuration > Languages > open for example "English
2) set a "Fallback to other Language(s) - order is important![fallback]" in this way:

- French (3)
- Italian (Default)

3) Save it
4) Reopen the site configuration and look again at the same list of fallbacks

Expected result:¶

the list order is mantained:

- French (3)
- Italian (Default)

Actual result¶

The Default language appears first:

- Italian (Default)
- French (3)

This change breaks the behaviour in TYPO3 v8.7. It "remove all items from the current DB values".
