Description
When logging in to the TYPO3 Backend, a HTTP request is issued to https://get.typo3.org/... to check for new releases and displays this via Typo3VersionMessage in the SystemInformationToolbarItem. As a TYPO3 admin I would prefer the option to actively enable (opt-in) any task, that makes requests form my system to external hosts.
Summary: Add an option to enable version checks executed during login and displayed via system information toolbar.
