The huge problems are caused by #11193 (disable merging CSS).

Probably not everything.. but at least the problem that it has no styles at all.

think the styling is okay, look at added screen.
but there is a hover bug the icons(swap & action icons) did not appear on hovering.
added a patch for the bug.
need feedback!

Clean patch attached as added in RFC in workspaces list.
But: There's still the problem with the buttons/search box. Screenshot of Steffen Gebert added. This problem needs to be fixed in the patch too. New patch would be great.
