Some more explanation about this issue:

When a typolink is entered in a field of a backend form, or when a link inserted in the RTE is transformed into a typolink, it is stored in the database as <link id,type target class>text</link>. Unless I am mistaken, there is no way to add a title on such link. This is a problem for many users of the RTE who want their site to conform to accessibilty guidelines.

In the case of the RTE, the class t3lib_parsehtml_proc would also have to be modified, because when a title attribute is set on a link created in the RTE, the link is not transformed into a typolink on the way to the database, and all typolink-related features are lost.

Yes this is fixed in CORE CVS. To make it works a change is needed in the RTE extension. I found out that I didnt have CVS access, but I talked to Kasper the other days and he promised he'd look into it.
