Shortcuts in Template module broken

Description
It's not possible to make a shortcut to the editing view in the template module of constants of a template record. If you klick the shortcut you get into the module, but not with the opened template textarea. Sometimes I even got a alert with HTML page not found displayed.

The issue is very old, does this issue exists in newer versions of TYPO3 CMS (4.5 or 6.1)?

still open in 6.1.x ==> if you open constant editing in tmeplate module you can not make a shortcut with the star icon.
The shortcut just opens the module, but not the editing.
