User friendly error message for pages "under construction"

Description
If you install a new TYPO3 you'll get "no pages are found on the root level" or - a bit later "no TypoScript template found". This is ok for the site developer but the productionErrorHandler could give a more user friendly error message like "A new TYPO3 site can be found here soon." or something like that (maybe even with backlink to TYPO3.org ;))

@Felix that is the debug handler. We can of course add more information to that handler, but we do have the "more information" link. We need to add infomation there:
No page on rootlevel
No TS template found
This is the production message which provides no information for security reasons.
Of course for the first install, we might want to add some more speaking messages.

as stated on #42988, in 7LTS, you can create a default page during the installation of TYPO3. Do you think this is sufficient to consider this closed?
