Workspace preview: scrollbars disappear in IE8+9

Description
When resizing the workspace preview window, the scrollbars disappear in IE8+9. This does not happen in other browsers. As a result, content managers cannot move through the page and preview all the changes, which makes it impossible for them to work with workspaces.
I forgot to mention that I'd be happy to sponsor the solution of this issue.
I anyone still looking at these issues? This is something I'd like to get fixed and I'm willing to sponsor. Please let me know!

Direct sponsoring is not possible - in general I'd suggest that you try to motivate a developer to fix it and send over the patch from him.
I can confirm this bug in TYPO3 6.1, IE9

This still happens with TYPO3 7.6.18 and IE11; not able to reproduce it on TYPO3 8.7.1

We feel sorry, but this will not be fixed anymore for version 7, which is in its "priority bugfix" phase of life.
If you think that this is the wrong decision or experience the issue again on more recent version of TYPO3 (8.7.x) please reopen it or open a new issue with a reference to this one.
