Description
Bootstrap::convertPageNotFoundHandlingToBoolean() takes about 8ms to complete and runs always. The casting should happen once in the setup extension or the code that uses this configuration setting should cast the variable to a bool before usage.
Excuse me, I misread that. It was microseconds, not milliseconds.

To fix that, we need true boolean support in install tool "all configuration" and maybe a silent upgrade wizard to change existing boolean values that are currently handled as string.
