Fresh installation claims incomplete update in EXT:reports

Description
When installing TYPO3 CMS 7.3.0 from scratch (not an update of a previous version), EXT:reports claims that the "update is incomplete", see attached screenshot0001.png.
Remaining updates: Update Incomplete - This installation is not configured for the TYPO3 version it is running. If you did so intentionally, this message can be safely ignored. If you are unsure, visit the Update Wizard section of the Install Tool to see how TYPO3 would change
This is misleading/wrong to someone who in fact just installed TYPO3 CMS as a new instance (and did not update an existing instance of TYPO3).
If you go to the Install Tool -> Update Wizard, and execute Update backend user setting startModule (which is shown straight away), the "incomplete update" notice in EXT:reports disappears.

Sorry, I disagree :-)
Patches for issue #67617 fix the problem that the version number in EXT:reports is not invalid anymore. However, the issue described in this ticket #67637 is the fact that a new installation of TYPO3 CMS 7.3.0 is classified as an update.
See attached screenshot0001.png: this shows EXT:reports with the patch for #67617 applied (version 7.3.0 is valid, but update is incomplete) in a fresh, new installation. This was not an update!

My freshly installed 8.7.7 (locally on Ubuntu 16.04.) has the same issue described above. I've tried a "classical" installation and an installation via composer. Both installations keep reporting "Update incomplete".
