i dont want to see the button "Translate" when i am not allowed to translate the content elements

Description
As an editor i want to see the button "Translate" only, when in the default language content elements remain which i am allowed to translate
Solution:
Before displaying the Translate button, check not only for untranslated content elements but also whether the permissions of the user are sufficient to translate them or not.
- Is duplicate of Bug #76274: Translate Button does not work when no Access to Default language added
I tried the following test with TYPO3 9.5.8
Prerequisites¶
- Fresh TYPO3 Installation
- Three languages configured: Italian (Default), English (ID=1), French (ID=2)
- a BE usergroup (Editors)
- a BE user (Editor) assigned to Editors
- on the ACL of Editors
- give full permissions (all tables, all fields
- allowed languages > set only Default and English
Test execution¶
- Create a page "Test", translate it in English and French; fill some content in default language
- make sure that "Editors" can access and edit it
- switch user to "Editor" and go to "Test"
Results¶
- Page module > "Languages" view
- the dropdown next to "Languages" only shows Default and English
- Only Default and English "columns" are present
- The "Translate" button allows me only to translate to English
I repeated the test with 8.7.26, with the same results.
Is this sufficient? Am I missing something? Is a different test required?
