SelectTree (Category Tree) - add horizontal scrolling

Description
Tested with TYPO3 8.7.10
Test procedure:¶
1) create some nested categories with long texts
2) resize the window and reduce it
RESULT: see attached screenshot: some part of the text is cut and it is impossible to read it, as there is no horizontal scrolling.
I have not tested with TYPO3 9.2 but I think it has the same problem.

Not fixable, the category tree is rendered as a SVG, we never know how long the text inside is.
- TYPO3 Version changed from 8 to 9
- PHP Version changed from 7.1 to 7.2
"Not fixable" - serious? then make it fixable. This is a major UI/UX flaw (also regarding page tree).
We are updating more and more installations to v9 and the first feedback from editors is always "we can't see anything correctly in page/category trees".
At least add title tags, so that hovering a node shows the full title when resizing/scrolling is not possible to allow reading the content.

The problem is mitigated on version 11 (and I suppose 10) because it seems that the category field now occupies 100% of the panel width - see attached screenshot Schermata 2021-02-28 alle 12.20.34.png
But it is still present.
