Description

Steps to produce bug:
  1. create hidden page in Live environment
  2. create on that page hidden content
  3. Switch to any workspace
  4. enable content and page (optionally make edits)
  5. create previewlink ( See: https://docs.typo3.org/typo3cms/extensions/workspaces/UsersGuide/Index.html#generating-a-preview-link )

Result:
Content is not beeing shown
New content is shown (only created in workspace)
if the page in the workspace environment is hidden the content will be shown
