Links to content element (anchor) in link wizard not possible when not in default language

Description

When using the link wizard from RTE and clicking on the small triangle beneath the page title in the page tree, the available content elements are shown on the right side. I am on a content element with language uid 1, but only the content elements from the default language are shown. So setting an anchor on a language other than the default language is not possible.

The free mode is configured.

This occurs on TYPO3 9.5.15.

This is a issue and needs to be addressed. I don't know why it is labeled "should have" as I assume it should be considered as essential. One of the strengths of TYPO3 is the languages. so why can't we link to a content element in a specific language??
