The page tree in the backend can't be scrolled on an iPad

Description
In TYPO3 8 it was possible to scroll the page tree on an iPad, by dragging the page tree.
In TYPO3 9 the dragging instead moves a page (like drag and dropping the page on a desktop computer with a mouse). So, in TYPO3 9 there is no way to scroll the page tree on an iPad.

Issue #93960 confirms that the issue is present on all iOS devices and affects TYPO3 10, too.

When will this get fixed?
As I already mentioned in Bug #93960, this is actually a pretty big problem for us, because this missing feature is quite crucial for many of our customers.
So, can this please be fixed promptly? Thanks in advance.

Hello,
we and some of our customers have the same problem.
I have started a very simple look into it:
On iOS while start scrolling a Drag-Helper with delete-icon appears immediately. So I went into the Core and deactivated the dragStart function in EXT:backend, but the problem ist still the same.
With browser inspection you can see, that full page-tree frame is an svg with width: 100%. Each page itself is of type <rect> with width: 100%, too. In browser itself I have reduced this value to width: 90% and now it is possible to grab the underlying "page" within these 10% and scrolling is possible.
So, IMO, the problem is that the page-tree can not differ between the dragging of the page to start scrolling or the dragging of a page to start moving around.

I still can't scroll the pagetree of TYPO3 11 in Google Chrome with activated iPad mode in Dev Tools. Further I can't scroll pagetree on my iPhone. So problem still exists.

Can confirm this issue with the latest IOS - Iphone - tested with 11.5.13 using https://demo.typo3.org/typo3
