Add warning to site module in case set dependencies are broken

Description
Broken means: An entire set is invalidated because one dependecy is missing.
Currently this error is only logged into var/log/typo3_.log, but this issue should be visible in the Site configuration module (as some kind of warning)

As by your presentation on the T3DD24 - if there is no better handling of "missing" dependencies, I cannot fathom to use sets as a replacement for typoscript imports, if one missing set will lead to a completely broken site. This a fairly serious disadvantage if I want to provide configuration for many sites, where not all sites are going to have the same set of installed extensions.
