Integrate a possibility to enforce the usage of OpenID. If this options is set for front-end and/or back-end users, no other login method than OpenID is allowed anymore.

Patch bug_9800_openid_normalize_force_v3.diff now provides two extension configuration options for globally forcing OpenID for BE and/or FE users.
TODO: The patch as it is right now is not ready for being submitted. Things that need to be done:
- I think it should be made more flexible. Maybe a hook is needed so 3rd-party extensions can run their own checks?
- Documentation needs to be updated
- Actually the patch contains two features, so they must be separated

I think that having a global "force openid login" setting for backend (and a different option for the frontend) makes sense. But I do not see the need for a per-user "force openid login" setting.

EXT:openid has been moved to github as third party extension. the issue has been moved to https://github.com/FriendsOfTYPO3/openid/issues/1
