Upload extension directly in EM backend module could be move from the content of a tab to the function menu.

IMHO the suggested position is even more irritating than the current position. Maybe an own tab "Upload Extension" (after "Import Extensions") is a more intuitive solution.

- "Add" function in all modules or
- "Upload file" in file list module.
These Add and Upload buttons are positioned in docHeader.

I think Felix is right, that all/upload functions are in that location in other modules (like File upload). On the other hand it means that if you move the icon there the functionality is unlinked from the tab "Import extension" and therefore available all the time. No matter which tab is active. Is that a problem usabilitywise or even a wrong functionality? If it's no problem I would give it a +1.

Pro: Consistency to other modules and general TYPO3 ext. behavior

As there is already a "new" Extension-Manager in the Building
process, we could close the Tickets for the old "New EM".
