Wrong message "No install tool password set"

Description
If you try to access the install tool in current master without having an install tool password, you get the message below, but there is no form.
It's not a big deal as most people will not get into this situation, but either the message should change, or the form should be back.
No install tool password set
No install tool password was set, access to install tool is denied for security reasons.
The file typo3conf/LocalConfiguration.php does not contain a password of the install tool. This should have been set during installation. You can gain access to the install tool login form by setting ['BE']['installToolPassword'] to the hash of your chosen password. You can get that hash by submitting the desired password with this form.

well, a password must be manually set in LocalConfiguration if none is set ... I'd go for a message adaption or an additional message if no password is set at all.

Can confirm that this is not relevant on 6.2 and master (7.4-dev). However, the message should be rephrased to "... to the MD5 hash of your chosen password", as "hash" in itself does not tell anything.
