Frontend editing panels not showing icons

Description
When using frontend editing (feedit), and the setting "Display edit panels" is enabled is the Admin Panel, the edit panels, for each content element, are not showing any icons, because the whole styling is not there anymore for these panels. This makes it impossible to do frontend record editing using these panels (move,new,edit,hide,delete). Only the edit icon works.

Issue is that the markup in the edit panel has been changed to use font awesome icons but the whole FA and bootstrap styling is missing in the admin_panel.css
Because this is displayed in frontend the bootstrap styling has to be adapted for the specific classes.
The whole structure of the edit panels could use a bit of restyling. Perhaps only showing the panel when the content element has focus?

the adminpanel&feedit is expected to be changed for final LTS. nevertheless the icons must be shown again already to keep the promise of our sprint releases.
